Strategy Guide
the Clearing-House for the Pan-European Biological and Landscape
Diversity Strategy
Welcome
to the Strategy!
A
quick summary on the Pan-European Biological and Landscape Diversity
Strategy |
endorsed at the
third Ministerial Conference
'Environment for Europe' in 1995
- Objective
- To provide an innovative
and proactive approach to stop and reverse the degradation of biological
and landscape diversity values in Europe.
- Coordinated
action
- The Strategy reinforces
the implementation of existing measures to ensure conservation and sustainable
use of biological and landscape diversity and identifies additional
actions that need to be taken over the next two decades. The Strategy
also provides a 20-year vision for Europe and a framework to promote
a consistent approach and common objectives for national and regional
action to implement the Convention on Biological
Diversity.
- Coverage
- The Strategy is
endorsed by the governments participating in the 'Environment for Europe'
ministerial process that includes all 55 UN/ECE
countries. In addition a number of international
organizations are participating in the Strategy.
- Biodiversity
in Europe conferences
- The intergovernental
'Biodiversity in Europe' conferences organised in the framework of the
Straetgy contribute to increased synergies between the Strategy, the
CBD and EU policies. The First Intergovernmental
Conference 'Biodiversity in Europe' was held on 20-23 March 2000
in Riga, Latvia. The Second Intergovernmental
Conference 'Biodiversity in Europe' was held on 24-28 February 2002
in Budapest, Hungary.
- Time
frame
- A 20-year Strategy
(1996-2016) structured into four 5-year Action Plans.
First Action Plan: 1996-2000
- Rolling
Work Programme
- Structure
- A Decision-making
body:
- The Strategy
Council
- An Executive
body:
- The Strategy
Bureau
- A Joint Secretariat
- The Council
of Europe and UNEP
- Goals
in the Rolling Work Programme
| 1 |
The
PEBLDS is fulfilling its role as facilitator for European biodiversity
issues, in close collaboration with other strategic frameworks, in
particular the European Commission biodiversity strategy, as well
as facilitating CBD implementation in the pan European region. |
| 2 |
Participants
in the PEBLDS process have improved financial, human, scientific,
technical, and technological capacity to implement the PEBLDS and
the CBD. |
| 3 |
National
biodiversity strategies and action plans and the integration of biodiversity
and landscape concerns into relevant sectors serve as an effective
framework for the implementation of the objectives of the PEBLDS and
the CBD. |
| 4 |
There
is a better understanding of the importance of biodiversity, landscape,
PEBLDS and of the CBD in the pan European region, and this has led
to broader engagement across society in implementation. |
