Organisational Structure
The Strategy bodies include the Strategy Council, which is the decision making body consisting of countries and observers, the Strategy Bureau, which is the executive support to the Council and consists of a limited number of countries whose task is to assist the Council and its president, and the Joint Secretariat from the Council of Europe and UNEP. In addition, there is an Expert Committee for the Pan European Ecological Network led by CoE and ECNC, consisting of State members along with expert observers. Also there is an other European Task Force on Banking, Business and Biodiversity, with its Secretariat at ECNC.

Strategy Council
The Council of the Pan-European Strategy is the decision-making body and is composed of representatives of all 54 States involved in the "Environment for Europe" process. Since 1998 it meets every year, and prior to that date every two years.

Under Appendix III of the Decision of the Strategy Council (STRA-FO(96) 6) the Council's terms of reference include:

  • To devise a policy to direct Strategy implementation
  • To guide, support and review the implementation, to study and prepare further developments of the Strategy
  • To prepare and adopt a four-year Action Plan and a two year Work Programme
  • To consider, for the purposes of preparing the action plan and the work programme, the activities of States, international intergovernmental organizations and NGOs relevant to the Strategy in order to promote co-ordination and complementarily between the different activities, including those carried out in the framework of international conventions
  • To disseminate information about the Strategy and its implementation
  • To approve any report or recommendations to be submitted to the "Environment for Europe" Ministerial Conference
  • To direct work of the Bureau and consider and, where appropriate, adopt any proposal submitted to it.

Strategy Bureau
Under decisions of the second Strategy Council meeting (STRA-CO(98) 3) the new Strategy Bureau was constituted and came into being after the Aarhus Ministerial Conference.

The Bureau consists of representation of governments with the support of the Joint Secretariat. A number of NGOs are represented as observer.

At the PEBLDS Council in March 2000, it was decided to form an enlarged Bureau composed of the members of the Bureau plus two representatives of EU member states, two representatives of central and east European countries, two representatives of the group of western and other European states, four representatives of NGOs and members from countries represented on the CBD Bureau and also party to other relevant conventions.
