The Strategy Guide
the Clearing-House for the Pan-European Biological and Landscape Diversity Strategy
National action

There are no formal national reports to the Pan-European Biological and Landscape Diversity Strategy, so as to avoid duplication or replication of effort with other ongoing processes. National Reports are based on the formal reporting under the Convention on Biological Diversity (Convention Article 26), and in the development of national strategies and action plans (Convention Article 6). A CBD global synthesis report includes European reports.

National government activities

Strategy International workshops and conferences have been hosted in Basel (Switzerland), Bristol (United Kingdom), Eindhoven (the Netherlands), Cracow (Poland), Scheveningen (the Netherlands), Tilburg (The Netherlands) and Kyiv (Ukraine).

Examples of the diversity of response to the Pan-European Strategy by national governments include:
  • Slovenia has established the operational level of CBD implementation. On the basis of the Pan-European Biological and Landscape Diversity Strategy action themes and the Convention on Biological Diversity, 18 working groups have been established. These working groups cover different ecosystem, species and gene issues that are also recognised as priority areas for conservation and sustainable use of biodiversity in Slovenia. Coordinators are actively participating in the Pan-European Strategy process (Source: Slovenian Ministry of the Environment and Physical Planning, 1997.   • Switzerland actively participates in the 'Environment for Europe' process. To this end, great importance is given to the Pan-European Biological and Landscape Diversity Strategy as indicated under Point 4.5 of the 1998 CBD national report. Switzerland has participated in drawing up several strategies and programmes within the framework of congresses and ministerial conferences, in support of Strategy Actions. In October 1997 the Swiss Agency for the Environment, Forests and Landscape organized the Basel conference 'Nature for East and West: from politics to practice'.


  • The Netherlands' strategy for addressing the responsibilities placed on the Netherlands by the terms of the Biodiversity Convention is rooted in the implementation of existing policies, and is further elaborated in the Strategic Action Plan for Biodiversity. One of the actions included in the Strategic Action Plan which has already been completed is the Programme International Nature Management for 1996-2000, which sets out the ways in which the Netherlands Government will intensify its efforts to conserve biodiversity within a pan-European and global framework. Specific attention is being paid to biodiversity outside protected areas, and extra efforts are being directed towards conserving and sustainably utilizing genetic resources in agriculture.

    In the Dutch Programme International Nature Management priority is given to biodiversity and European nature with a main focus in support of the Pan-European Biological and Landscape Diversity Strategy, and to a number of specific ecosystems, namely forests, wetlands, rivers, coastal zones and seas, and Antarctica.

    The Netherlands Government views the Convention on Biological Diversity as a opportunity for pursuing international co-operation and the integration of biodiversity conservation objectives into national sectoral policies. The key elements of the Dutch network of protected areas will form a part of the Natura 2000 network under the EU Habitat Directive and of the pan-European ecological network, the development of which - during a period of ten years - is one of the key objectives of the Pan-European Biological and Landscape Diversity Strategy.

Under the CBD the contracted parties are obliged to prepare national reports. These reports can be found on the CBD website.

That will help us with the preparation of the national strategy for the protection of biodiversity and landscape. We are in the phase its preparation with the financial support from the GEF. The existing laws on respectively the environmental protection, forestry and forest service policy, the protection of fauna and hunting, fulfil the legal framework for the protection of biodiversity and landscape. Also, we are preparing the project concerning protected areas in Albania."

Point 4. Pan- European Biological and Landscape Diversity Strategy

"The national strategy is being developed on the basis of the Pan-European one. It is planned to participate in measures on organisation of an international park "Avgustovskaya Puscha" in close connection with specialists from Poland and Lithuania. It is also planned to create transborder-protected territories on Lithuanian frontier - protected wetlands (of international importance) in the Prypyat river floodland in particular. To implement such programmes as well as programmes on protection of European Bison international financial support is needed (the Otto Fund is taking part in the programme on the Prypyat river protection)."

Point 2 Present State

"The Ministry of the Environment has recently applied for the GEF grant in support of the enabling activity "Biodiversity Strategy and Action Plan and Country Report to the COP". The Objectives of the project is to implement the principles of the Biodiversity Convention in the Czech Republic through national planning in various sectors, to contribute significantly to a long-term protection of country natural heritage and to its sustainable use and to stop and reverse the degradation of biological and landscape diversity.

The National Strategy shall meet objectives of the Pan-European Strategy adopted by the Third Ministerial Conference "Environment for Europe" in Sofia, in October 1995."

Kazakhstan

Point 4 Pan-European Biological and Landscape Diversity Strategy

"Kazakhstan has made additions in the draft of the Pan-European Biological and Landscape Diversity Strategy, concerning problems of the conservation of Caspian Sea natural environment, steppe ecosystems and desert and semi-desert pastures. The special attention to necessity of approaches development for ecosystems Tyanshan mountain management and to problems, connected with further destiny of the Amudarya and Syrdarya rivers basin and Aral Sea, was paid. The consideration of the above mentioned problems of regional scale on session have left automatically to attracting attention of countries of the Central Asian region, not participating in discussion of the project. The proposals of Kazakhstan were accepted and have been included in the final text of the Strategy, approved by the Sofia Conference.
Kyrgyz Republic
Biodiversity Strategy and Action Plan 1998
"The Biodiversity Strategy and Action Plan is closely integrated with many other local, national and international programmes, plans and agreements. A good example of how the Kyrgyz Republic BSAP is integrated with an international initiative is the Pan-European Biological and Landscape Diversity Strategy. ...

... The Kyrgyz Republic has been closely integrated with PEBLDS. National and international representatives of PEBLDS were consulted closely during the BSAP preparation. The principles guiding the BSAP have been developed from the principles of PEBLDS. BSAP monitoring, evaluation and reporting mechanisms have been designed to be compatible with those of PEBLDS. The actions of the BSAP have been integrated with the action themes identified within the PEBLDS strategic action plan, in particular Action Theme 10: Mountain ecosystems (e.g. 10.10 Establish guidelines for the conservation of the mountain ecosystem in the Tien Shan region.). The BSAP's integration with PEBLDS will lead to recognition of the strong role that the Kyrgyz Republic has to play in biological and landscape conservation in Europe."

"Ministry for Environmental Protection and Regional Development is a national focal point and implementing agency. Department for Environmental Protection is working now the first national Environmental Action Plan which will contain also a chapter "Maintenance of Present Levels of biodiversity. Inmplementation of this Action Plan will be responsibility of subordinated to the Ministry institutions. At the same time there is planned to start work on guidelines for sectorial strategies as soon as funds will be available."

Poland

Point 5. Pan-European Biological and Landscape Diversity Strategy

"Poland is collaborating with the European Union countries. Proposals of the Polish version of the ecological network of area - EECONET has been prepared in this year. Now this idea is waiting for opinion of The State Council for Nature Protection - the scientific advisory body to the Ministry. The Polish version of the European data systems - CORINE already exists in Poland.

Our country is interested in developing the co-operation with the neighbouring countries too. For example: we have elaborated and implemented the idea of transboundary protected areas on Polish frontiers with Russia, Lithuania, Belarus, Ukraine, Slovakia; and Carpathian mountains Euroregion.
